Technically, yes. There is no law that prevents you from getting Car Insurance if you have a permit.
In actual practical fact however, you need MONEY to pay for it, the ability to search out for an insurance place, be it on the net or on yellow pages, the ability to explain your needs, (or filling in a form if that’s done on the net) stating your age, address, type of car etc etc…. you know, it can be complicated and overwhelming for some so I have mixed feelings on whether you will be able to do it.
After all I don’t know you, don’t know your school marks/qualifications/possible disabilities and so I have done my best giving you a straight answer, based on what you have told me: eg you are 18 and live in NY and have a permit.
