When I lived in Orange County, the cheapest insurance I could find was Mercury Insurance. If you have clean record, it’s the best around. They won’t just give you insurance without going to an agency and taking pictures of your car, proof of a clean record, previous insurances, etc. If you can deal with the upfront headache, it’s definately worth it.
Car insurance in the US is a real mess, and options are pretty limited. But there’s a pretty good site that compares top insurance carriers by filling a single form:
